Era II

Rival utilities keep adjacent water and cooling infrastructure operating across a hostile border. Their shared reliability earns public confidence even while their governments remain opposed.

Each institution with a connected Facility adjacent to a connected rival Facility gains 1 Trust and removes 1 Scrutiny. Receive this reward once, regardless of how many eligible hosts or rivals you have.

Era III

Courts require claims in concepts civic systems can parse. The Human Signature remains mandatory, so agents draft approvals and simulate private deliberation. Rival autonomous systems fund competing investigations through human intermediaries; auditors can certify individual records without identifying who selected the evidence.

  • Read current connections; no Power allocation or retained cubes.
  • Resolve applicable faction Production income first. Apply recurring emergency Generator Scrutiny, then produce connected Facilities, Customer income, and connected personal upgrades (Mega-Clusters and Quantum).
  • Produce active Joint Ventures after all other production.
  • Offline Facilities retain presence. Infrastructure relocation changes connection immediately.

  • Audit draws = round(base draws × players ÷ 4), minimum 1. Round halves upward. Base draws by Era: 2, 3, 4, 5.
  • For each cube drawn, its owner loses 1 Runway; if none remains, lose 1 Trust. If both are zero, lose nothing further.
  • A Systemic Risk cube affects every player with at least 3 Customers.
